Our impact 2024-25

Everyone deserves an affordably warm, sustainable home. At Changeworks, our aim is to ensure a just transition to net zero through decarbonising Scotland’s homes.

​​Over the last year, new services and partnerships has meant we have been able to continue to support householders across Scotland.

We’ve done this by providing invaluable energy advice, fuel poverty support and supporting communities to act and. Our dedicated, expert teams have been and continue to be there every step of the way.

This work includes ensuring homes are affordably warm by providing project management services, working with social landlords and councils to make housing more energy efficient.

Making a real difference

In 2024-25, the last year of our 2022-25 strategic plan, we:

  • Supported 12,359 householders to install energy-efficient measures and renewables in their homes. This includes households supported through our joint venture Warmworks delivering Warmer Homes Scotland, and householders supported with loan and grant referrals for identified measures by our delivery of Home Energy Scotland in the Southeast and Highlands and Islands.
  • Provided advice to 47,193 households through our community engagement, Affordable Warmth and Home Energy Scotland services.
  • Our expert, accredited advisors provided in-depth support to over 4,491 households in fuel poverty. 
  • During this period we saved 366,677 tonnes of carbon. This is equivalent to the annual average carbon emissions via home electricity use of 655,809 households.

New services, bigger impact

In 2022 we launched a three year strategy dedicated to the decarbonisation of Scotland’s homes.

During that time we launched several new services to increase our scale and impact, including: 

  • Scotland’s first end-to-end home retrofit service EcoCosi. 
  • Free advice and tailored support on sustainable energy via our Green Energy Helpline.
  • A dedicated energy advice service for housing associations – Tenant Energy Support – to help even more tenants living in social housing.

Over 2022-25, we supported over 200,000 households, providing invaluable energy advice, fuel poverty support and installing energy efficiency measures in homes. During this time, we also saved 996,677 tonnes of carbon through our services, including Warmworks.

Looking ahead

Building on this progress against our mission, our 2025-30 strategy has a continued focus on decarbonising Scotland’s homes.

Our ambition remains to achieve our strategic target of supporting 180,000 households in installing and managing these measures by 2030, which from fabric improvements alone could save three tonnes CO2 per home per year.

This will create more affordably warm, lower carbon homes and help tackle fuel poverty.

Our goals for 2025-30 are:

  • Grow the impact of our services
  • Accelerate home decarbonisation through UK-wide collaboration
  • Increase our work with public and private sectors
  • Drive agile, diverse decarbonisation solutions
