Moray Council is upgrading the council houses  in Pine Grove to give you a warmer, more energy efficient home.

FAQs

These FAQs should answer any questions you may have about the project.

Possible improvements include:

  • Insulation (cavity wall, external wall, loft)
  • Kitchen and bathroom upgrades
  • Gas central heating system renewal or refurbishment
  • Roof retiling and soffit board renewal
  • Chimney removal
  • New windows and doors
  • Solar panels
  • Other energy efficiency measures identified during your survey

The exact upgrades will be confirmed after your home survey.

The project runs September 2025 – June 2026.

External works have been delayed due to a building warrant but should be resolved soon. Works will start early in 2026 beginning with Kitchen & Bathroom upgrades and Windows & Doors.

Changeworks is managing the project on behalf of Moray Council. Changeworks will also be on site to ensure checks are carried out on the quality of the work.

Sureserve is the main contractor undertaking the work and will be using sub-contractors for scaffolding (Argyll), kitchens (JCT), and windows/doors (Pinefield Glass).

Full access to your home for:

  • Surveys
  • Installation
  • Remedial work
  • Energy Performance Certificate (EPC) assessments before and after work
  • Some work (e.g., plastering and decoration) may require drying time between visits.
  • Changeworks will also need access for quality inspections.

You do not need to move out unless there is a health and safety concern.

You do not need to be home during installation; access can be arranged with the Site Manager or Resident Liaison Officer (RLO).

Scaffolding will be erected for external works

This will not block access to your home.

Appropriate protection will be put up in accordance with health and safety legislation.

Scaffolding may remain for the duration of external works and longer if weather delays occur.

All access needs (e.g. wheelchair access or car parking) will be discussed prior to the scaffolding going up. If you have any questions about this, please ask the Sureserve Site Manager or Resident Liaison Officer for more information.

Contractors will keep mess and disruption to a minimum and communicate regularly.

Items may need to be stored in your garden temporarily.

Important:

  • Do not decorate scaffolding (e.g., lights or ornaments). If they are found, they will be removed.
  • Children must be supervised.
  • Report any tampering or climbing on scaffolding to the Site Manager or RLO immediately.

The Sureserve Site Manager and Resident Liaison Officer (RLO) will keep in regular contact.
