HECP: Sixth in-person meeting

The sixth in-person meeting of the HECP team took place on Wednesday 19th August 2026, in the Gordon Memorial Community Hall at Rosemarkie.

Changeworks chaired the meeting, with five of the HECP Energy Officers present. The team was joined by three representatives from Highland Council, Isla MacMillan, EES:ABS Programme Manager, Alan MacBean Project Manager and Jack Gunn, Technical Data Analyst.

The meeting was attended by: Anna Scott (TGDDC & CJT Energy Officer), Matthew Holmes (LUCT Energy Officer), Sue Agnew (LUCT HECP Project Support Officer), Claire Divine (TBI Energy Officer), Mhairi MacSween (HECP Manager), Simon Spare (GALE Energy Officer), Kevin Ginty (Communications Officer), Vicky Walker (Centre Manager Home Energy Scotland H&I), Fiona Bellamy (Administrator), Caroline Woods (HECP Engagement & Coordination Officer)

There were updates from each of the Energy Officers reporting the developments completed and nearly completed in their areas. The Highland Council presented the latest information on the Area Based Scheme and the support available to residents in the area. There was a discussion on the Home Energy Scotland support across the area, including the detail of eligibility criteria in terms of EPC certificates and council tax bands.

The group divided into two for breakout sessions. One group considered the future of the project post completion, in five years’ time (2031). The second group studied current project outcomes and the scope for extending the work currently being undertaken. Both groups swapped places to study the outputs from the two sessions.
