The UK Climate Change Committee’s (CCC) advice on Scotland’s carbon budgets for the period 2026 to 2045 lays bare the challenge of scaling up action on improving energy efficiency and switching to low-carbon electric heating systems across Scotland’s homes.
The report rightly highlights the vital role of rapidly increasing delivery of energy efficiency measures and low-carbon electric heating systems across Scotland.
However, the current proposals within the Heat in Buildings Bill are unlikely to achieve the scale of transformation required. Bold and swift action is essential to deliver a five-fold increase in clean heating installations per year to stay on track with the Committee’s 2030 carbon budgets.
We now need to see the Scottish Government’s Climate Change Plan rise to the challenge, clearly demonstrating how Scotland will urgently accelerate progress, and align with the targets set out in the CCC’s advice.
At Changeworks we are ready to play our part in driving this transition. Our 2025–2030 strategic plan details our ambition to help 180,000 households install and manage energy efficiency and low-carbon heating measures by 2030. Public and private sector partners will need to work collaboratively to build on this effort and deliver on the CCC’s advice.
