Quantity Surveyors to support with everything from procurement, to managing monthly valuations, to taking projects through to financial close.

Project Managers offering oversight for any and all stages of delivery. From mobilisation to completion, they’re on hand to ensure that a project runs smoothly. They skilfully liaise with different stakeholders on everything from procurement, to commercial issues, to health and safety compliance.

Our Quality Assurance team to inspect work both throughout the project and immediately prior to completion. With their expert service, you can be confident that your decarbonisation project meets the relevant industry standards.

Our project management experience

As an experienced managing agent, Changeworks is engaged by local authorities and housing associations throughout Scotland to deliver energy efficiency measures at scale across a range of tenures.

Supporting local authorities

Since 2013 we’ve worked alongside the City of Edinburgh Council to deliver dozens of Home Energy Efficiency Programmes for Scotland (HEEPS) and Energy Efficient Scotland: Area Based Schemes.

During that time, we’ve improved the energy efficiency of thousands of homes across Scotland’s capital with a wide range of decarbonisation measures – from solid wall insulation to solar panels.

From our beginnings with the City of Edinburgh Council, as of 2025 we’ve managed decarbonisation projects for local authorities across Scotland, from the Borders in the south to Moray in the north.

As a result, we’ve gained a vast knowledge of Scotland’s varied housing types and the techniques needed to retrofit them.

Supporting housing associations

In 2021 we expanded our service to include support for housing associations.

Our first project was with Rural Stirling Housing Association at their site in Aberfoyle. Using funding from the Scottish Government’s Low Carbon Infrastructure Transition Programme, we helped RSHA deliver air source heat pumps, solar panels, and battery storage to their tenants.

Since then, projects have included partnering with Cairn Housing Association to install solar PV and energy efficient windows and doors at their Cluny Court site, plus collaborations with Glen, Kingdom, and Melville Housing Associations.
