Changeworks is delivering Scottish Government-funded Local Heat and Energy Efficiency Strategy (LHEES) pilots for Moray, West Dunbartonshire, East Ayrshire, North Ayrshire, South Ayrshire and East Renfrewshire Councils as part of the third phase of pilots.

Since 2017 Changeworks has been heavily involved with all phases of LHEES delivery having already supported 13 local authorities with phases one and two of the pilots. Changeworks has tested different approaches to LHEES and have early learnings and experience when it comes to full LHEES development. As stated in the Heat in Buildings Strategy, Local Heat & Energy Efficiency Strategies (LHEES) will provide a long-term framework for taking an area-based approach to planning and delivery of the heat transition, including through zoning linked to regulation. LHEES will also form a basis for local public engagement and will be in place for all local authority areas by the end of 2023.
