The Borderlands Strategic Low Carbon Energy Masterplan is one of a range of projects being delivered by the Borderlands Partnership. The Borderlands Partnership was established to unlock the potential for sustainable and inclusive economic growth across the South of Scotland and North of England. The partnership brings together five cross-border local authorities of Carlisle, Cumbria, Dumfries and Galloway, Northumberland and Scottish Borders to promote the economic growth of the area.
The Partnership has contracted a consortium of consultants to develop an energy strategy for the region known as the Borderlands Strategy Low Carbon Energy Masterplan (BSLCEMP). The consortium includes Changeworks, Carbon Trust, Regen and Buro Happold who are working in partnership to:
- identify strategically important projects
- support and facilitate future local area energy plans
- engage stakeholders in the development of the energy strategy and projects
Changeworks is leading on the engagement element to inform the project - gathering voices of key stakeholders for all sectors including land owners, large employers, key community organisations, large housing associations, building owners, network operators, transport operators etc.
The Borderlands Inclusive Growth Deal was formally signed in March 2021, bringing £452million of fresh investment to the Borderlands area. The Deal is truly distinctive, covering the largest geographical area of any regional growth deal negotiated with the UK and Scottish Governments and it is the first cross-border deal.
