The Warmburgh Unit and Staff

The Warmburgh Unit (formerly called the HECA Unit) was set up by LEEP (now Changeworks) to help promote and implement the Warmburgh Plan. The Unit was established in 1999 and includes the Affordable Warmth Strategy Team, which was established in 2002.

The Warmburgh Unit supports the City of Edinburgh Council in meeting the energy efficiency targets included in the Warmburgh Plan (1997), the Council's Home Energy Conservation Act (HECA) strategy. It also provides support with co-ordinating, monitoring and delivering aspects of ’An Affordable Warmth Strategy for Edinburgh (2001)’.

The Warmburgh Unit is based within Changeworks’ Sustainable Futures Team and works closely with the Council’s Services for Communities.

The Warmburgh Unit works with local organisations to promote energy saving and develop joint projects. Our services include:

  • Activity sessions to schools and local youth groups

  • Energy awareness days for community groups and local businesses

  • Energy efficiency talks to community groups and local businesses

  • Energy efficiency training for local housing and advice staff

  • Tailored advice and promotional materials for local organisations

  • Providing a stall at a variety of community events throughout the year

  • A wide range of leaflets and information sheets
